The ex-post evaluation of the South-East Finland – Russia CBC 2014-2020 Programme has been completed. The report includes an external evaluation of the Programme implemented on the Finnish-Russian border during the EU programme period 2014-2020. The focus of the evaluation was on assessing the achievements and results of the Programme, and the report is based on the key findings of the evaluation.
According to the evaluation, significant results were achieved in the Programme and the projects implemented, which can be utilized in future cooperation with other international partners. The program has been important for the vitality of the region, producing long-term benefits such as growth in expertise, infrastructure investments, and the creation of cooperation networks.
The major challenges of the programme period were the COVID-19 pandemic and the Russian unjustified aggression against Ukraine, which hindered cooperation and prevented the achievement of some objectives
