Joint monitoring committee

The Joint Monitoring Committee (JMC) is the central decision-making body of the programme. The JMC will monitor and follow the programme implementation and progress and it will make the final approval of the projects to be funded. The JMC consist of two central government representatives from Russia and Finland and maximum of four regional level representatives from the core are of both participating countries. The European Commission will participate in the work of the JMC as an observer. The JMC will meet at least once a year and it may take decisions through a written procedure. Decision-making follows the JMC’s adopted rules of procedure by unanimity.
