Programming process

The programming process plan, adopted by the Programming Committee, includes three main consultation phases. Their target groups vary according to the consultations’ objectives and expected outputs. Different phases support also timely connection of the programme preparation and they respect the principles of partnership and transparency. We offer possibilities to join to the development of the future programme and share accurate and relevant information in Finland and Russia.


Consultation phase 1

Objective: Programme strategy development.

Time: February-June 2020.

Method: Survey and regional discussions. Result analysis.

Target groups: Programme stakeholders in regional and local level, cities, municipalities, regional service-providers, NGOs, SMEs, development companies and education and research institutions.


Consultation phase 2

Objective: Programme content development.

Time: September-November 2020.

Method: Survey and sectoral discussions. Result analysis.

Target groups: Programme stakeholders in regional and local level, cities, municipalities, regional service-providers, NGOs, SMEs, development companies and education and research institutions. Sectoral experts.


Consultation phase 3

Objective: Public hearing of the draft programme and the strategic environmental assessment reports.

Time: Autumn 2021.

Method: Feedback collection and analysis.

Target groups: Open hearing.


Consultation phase 4

Objective: Finalizing the programme documents based on the received feedback.

Time: Winter 2022.

Method: Analysis and reporting.

Target groups: Programme stakeholders.
