The Green InterTraffic project will be presented at the 20th International Forum “ECOLOGY of the Big City”

On March 18, within the framework of the International Forum “ECOLOGY of the Big City-2020”, which will be held in the EXPOFORUM exhibition center, a seminar “Environmental projects of the Russia – Finland cross-border cooperation Program” will be organized. The event will be attended by organizations that implement projects under the South-East Finland – Russia CBC 2014-2020 program. Dr. Ludmila Karelina, project manager of the Green InterTraffic project, Vice-President of the St. Petersburg Chamber of Commerce and Industry, will make a presentation on the project and talk about the progress of its implementation.

The 20th International Forum “ECOLOGY of the Big City” is the only industry event in the North-West in the field of environmental protection and rational nature management. In 2019, the event brought together 3,000 specialists from 60 cities in Russia and 21 foreign countries.

On May 5, Kouvola will host training on traffic exhaust gas emissions and road weather forecasts

Dear colleagues! We invite you to take part in the training course on traffic exhaust gas emissions and road weather forecasts.

The training will take place on May 5, 2020 in Kouvola (Finland). The course was developed as part of the Green InterTraffic project and will be conducted in collaboration between South-Eastern Finland University of Applied Sciences (XAMK), Finnish Meteorological Institute (FMI) and Lappeenranta University of technology (LUT) at the premises of XAMK, Paraatikenttä 7, 45100 Kouvola in Kaarisali (main building, room 357, 3rd floor). The training will be held in English. Participation is free of charge. You must register as a participant by March 31.

Sixth call closed with 36 new project proposals

South-East Finland – Russia CBC 2014–2020 programme’s sixth round of call was closed on 27 February 2020. Programme received in total 36 applications applying for ca. € 23,5 Mio ENI CBC funding.

Next steps

During the coming weeks, the Managing Authority assisted by its branch office, carries out the Administrative and Eligibility checks on the application packages. In case there are needs for further clarifications, the lead applicants are contacted in written by the end of March. The Joint Monitoring Committee shall decide of the awards in June.

Recently launched INCROBB – Inclusive cross-border business networking of tomorrow – project calls for a meeting in a round table format in Saint Petersburg on the March 4th, 2020. CBC projects consultation days in April

Managing Authority (MA), assisted by its branch office, organizes Consultation Days for on-going projects again in April 2020. Service is aimed at supporting projects’ implementation with the result-based approach. Face-to-face meeting with lead partners and partners provides possibility for the MA to advice and address any issues that may benefit of joint dialog and contributions. Projects may consider the need for consultation for example via following questions:

  • Are there open questions or hesitations relating for example to reporting, activities, budget, payments etc. that would benefit of the MA’s guidance?
  • Are there any thoughts relating for example to empowering of activities for more effective results that would benefit of the MA’s prior opinion?
  • Are there any questions relating to partnership or visibility where the consultation could help?

South-East Finland – Russia CBC Programme area has a unique character in the frame of the European Union external borders. Four international land border crossing points at the Finnish-Russian border, namely (from North to South) Imatra, Nuijamaa, Vainikkala and Vaalimaa are located at programme’s core region. In 2018, the Finnish-Russian border was crossed ca. 7 million times through these points and in addition, in Parikkala (South-Karelia region) the border may be crossed with the special permit in limited hours (Source: Finnish Border Guard). Programmes ENPI 2007-2013 and CBC 2014-2020 include investments to the border infrastructure and equipmentwhich in total meet well with the requirements to manage large annual capacity of passengers and cargo transport. 

 

Road development from Pakistan to Moscow 

Jyri Mustonen, who works at the Finnish Transport Infrastructure Agency (FTIA), knows very well how important the fluent traffic is for the border regions and how it reflects to the cooperation between various authorities acting at the border zone. His work history of little over thirty years as a highway engineer and manager of international projects has given him also credibility of a professional opinion and consultation. 

 tells Jyri. 

After millennium, he still returned to an ADB project, which included training of the road survey and RAMS (Road Asset Management System) in Papua New Guinea. Today Jyri’s home depot is Transport and Land Use department in the FTIA, which is responsible for developing and coordinating different traffic modes with surrounding society. He is in charge of the cooperation between central administration and the North Karelia area.

 

Finnish-Russian cooperation 

FTIA in the biggest infrastructure player in Finland and they carry out large number of projects regardless of the CBC funding. But when it comes to joint projects with other state agencies, the programme funding is significant. It enables useful and much needed common border crossing projects, which could not be achieved by a single actor alone. Getting a major grant – for example 80 % of total costs – and support to cooperation launch the projects faster in many cases than what could be possible with only national funding resources. 

Key partners of the FTIA in Russia are Ministry of Transport, Directorate St. Petersburg, Leningrad Road Committee, Road Administration of North-West Russia, Karelian Republic Road Administration and the State University of Petrozavodsk. Jyri also points out that, “Personal relationships matter a lot. After you have met with another, things are much easier. Common projects have increased confidence and our primary way of working is still face-to-face meetings even there are useful on-line tools.” 

Projects funded from the South-East Finland – Russia ENPI 2007-2013 programme and ENI CBC 2014-2020 are presented on the following websites by the FTIA: Väylä – ENPI and Väylä – ENI CBC. In a big picture, the ENI CBC period continues the work started in ENPI in a very seamless way even there was some timely cap between the programmes. 

 

Forwarding good practices for 2021-2027 period 

ENPI and ENI CBC programmes have helped to modernize many border crossing points, and one can say, that after the current programme the border crossing traffic volume capacity on the Finnish side is quite sufficient for several years to come. More passengers, cars, trucks and cargo trains may be handled efficiently, safely and taking environmental aspects into account.

The Managing Authority (MA) is responsible of the implementation of the CBC programme in accordance what is stated in the Implementation Regulations, the Joint Programme Document and the Financing Agreement between the EU, Russia and Finland. The projects are carried out based on the written grant contract and its annexes and this is the case in all three CBC programmes between Finland and Russia.  

Jyri has very positive experiences of the cooperation with the MA and of the support received in every step of the way.  I really have a feeling that we try to achieve a common goal,” he says, while also pointing out that less practical differences there are between programmes, the better for the lead partner.  This is a valuable remark to be taken into account for the next programming process.  

Careful synchronizing of the investment needs in both countries is also essential and that was already managed quite well according to the ENPI Ex-Post evaluation commissioned by the European Commission. Common assets, such as high scientific skills and technical know-how, should be put together in the most efficient “mirror-projects” and in a way which gives the highest development potential for the border regions and well-being of their population.

Applications with its annexes must be submitted to the PROMAS –system and in original paper copies to the Managing Authority according to the instructions given in the Programme ManualWhere a project plan includes an infrastructure component of at least EUR 1 million, the application must include additional documents listed in the Implementing Regulation (EU) No 897/2014, Article 43. 

Support for submitting of applications 

Consultation services are available at the MA’s premises in Lappeenranta and at the programme’s branch office in Saint Petersburg until the closing date of the call. Requests for the consultation can be made to official(at)sefrcbc.fi in English, whereas, the meetings may be conducted also in Finnish and Russian. Requests are forwarded to the programme experts, who will contact the applicants to agree on practical arrangements and timing. Questions & Answers –column at the Programme’s website provide also answers to most frequently asked questions. Technical consultation in PROMAS questions are answered by IT & Project analyst via email: [email protected] or by telephone +358 40 667 3958.

Decisions of the funded projects from the sixth round of call shall be made by the JMC in June 2020. Implementation period of the projects may start from September-October 2020 earliest, as a result of the successful grant contract negotiation. 

Manual of the Estimating Greenhouse Gas and other Air Emissions of the Road Traffic has been completed

Researchers and experts of the Green InterTraffic project have completed the development of the electronic version of the Manual of the Estimating Greenhouse Gas and other Air Emissions of the Road Traffic. This book analyzes emissions on the road E18: Helsinki-Saint Petersburg.

The aim of this Manual is to propose common approaches for calculating of road emissions for all interested stakeholders. In Part I the emission calculations for greenhouse gases are introduced. In Part II emission calculations for particulate matter and nitrogen dioxides are introduced.

Preliminary estimates of road transport emissions on the E18 are aimed to attract more attention to the region and to reduce the anthropogenic impact on the environment and human health. This work will be the basis for the development of the Common Model of ecological status of Intertraffic at the next stages of the project.

Inclusive cross-border business networking of tomorrow (INCROBB) project had the kick-off meeting on 21.01.2020 in Lappeenranta at the University of Technology. The project will start soon. The lead partner is LUT University and the partners are: Peter the Great St. Petersburg Polytechnic University, Saint-Petersburg Chamber of Commerce and Industry, Etelä-Karjalan Yrittäjät ry, and SaimaanVirta.

The project is aiming at revealing potentials and obstacles for sustainable SME cross-border cooperation in the regions and proposing the ways of solving the problems through providing the cross-border information exchange & cooperation.
