Energy-efficient systems based on renewable energy for Arctic conditions
EFREA project started 1/11/2018. It aims to improve cross-border institutional framework with the increased level of knowledge, innovative potential and lifelong learning in renewable energy production in the Arctic conditions and utilization of big data collected from welding operations to ensure quality and productivity. It develops guidelines, recommendations and educational materials on implementation of lightweight energy-independent, robust, environmentally safe and cost-effective structures able to operate in the extreme temperatures.
First projects are granted
The Managing Authority of the South-East Finland – Russia CBC Programme has signed grant contracts with the first projects, which start their implementation as of 1 November 2018. According to launching of each granted project, the MA publish short descriptions of the projects’ objectives and main activities at the website INFORMATION SERVICE > FUNDED PROJECTS. Project specific portfolios shall be made available also in Finnish and Russian.

The Managing Authority contacts the lead partners of the awarded projects by the end of November to launch the negotiation process for the Grant Contract. If an application is not selected to receive Programme financing, as a consequence of an administrative or technical failure caused during the assessment process, the lead applicant has a right to submit a complaint within 30 calendar days of publication of the list of awards (More information in the Programme Manual part B, chapter 9. Complaint and claim procedures).
Partnership Statement templates are updated
The Partnership Statement templates (1A for the lead partner and partner and 1B for the lead partner), which are mandatory annexes to the grant application, are updated. In accordance with the General Data Protection Regulation (EU) 2016/679, handling of personal data is also addressed when submitting the application document-package to the South-East Finland – Russia CBC 2014-2020 Programme. Updated versions enter into force right off, and they must be used for the applications submitted for the fifth call of the Programme, closing on 27 March 2019, and for further calls that may take place after.

Cross-Border Cooperation – Meeting point of cultures
On the 30th of September we are happy to welcome you and your children to the Gatchina Palace, Leningrad region, Russia to celebrate the European Cooperation Day by the colorful Festival “Cross-Border Cooperation – Meeting point of Cultures”!
You will see how cross-border cooperation unites people across borders to meet common challenges, to contribute to wellbeing of the neighboring countries, and to paint more colorful and bright future together. The day will be filled by thematic quizzes and art master-classes for children and adults. There will be exhibition of paintings in Gatchina Palace, a plain-air session “Bridges of friendship” in Gatchina Park. Even a culinary journey – all to praise rich common heritage of Russia, Finland, Estonia and Latvia.
The festival is organized by the South-East Finland-Russia, Estonia-Russia and Latvia-Russia CBC 2014-2020 Programmes with the support of the Committee for External Relations of Saint Petersburg and the Committee for External Relations of Leningrad Region.

Joint Monitoring Committee held its sixth meeting in Savonlinna, Finland
Sixth meeting of the Joint Monitoring Committee (JMC) took place on 5-6 September 2018 in Savonlinna, South-Savo, Finland. Committee had an interim overview on currently ongoing grant contract negotiation process with the awarded projects from the calls 1 and 2 and of those 10 Large Infrastructure Projects that have been approved by the European Commission in August 2018. It also made decisions of the next call and project proposals to be funded from the third call.
Fifth round of call closes 27 March 2019
The JMC made decision to organize fifth round of call with indicative financial envelope of € 6,8 Mio. Call is open for all four priorities, but the maximum duration of the projects is limited to 30 months, due to ending phase of the projects’ implementation at the end of 2022. Deadline for project proposals is 27 March 2019 and the evaluation and selection process is foreseen to be finalized in September 2019. The Managing Authority will organize workshops and applicant support closer to submission deadline, exact dates and places will be published shortly.

Projects selection process of third round of call, closed on 28 March 2018, has been finalized and the JMC awarded 10 projects for funding, with total programme support of circa € 6,5 Mio. Official decisions, as the Executive Orders, are send to the lead applicants by the end of October, followed by the invitation to start Grant Contract negotiation process with the Managing Authority.

Moving towards improvements of the border region infrastructure
Two-step approval process of the Large Infrastructure Projects (LIP) funded by the South-East Finland – Russia CBC 2014-2020 Programme has been completed. All ten (10) projects shortlisted by the programme’s Joint Monitoring Committee in 2017, will now proceed to the Grant Contract negotiation phase with the Managing Authority. In accordance with the Implementing Regulations, the contracts must be signed by 30 June 2019.
Total CBC financing allocated for the LIPs is circa € 28,9 Mio eur that is 40% of the programme’s financial frame. Infrastructure projects are awarded under three priorities according to the enclosed matrix.
