Experts of the Green InterTraffic project have completed the development of the Green Roadmap and the Roadmap for the creation of an Intelligent Transport System for unmanned vehicles of the E18.

The Green Road Map gives the main directions of the implementation of events, including improving the energy efficiency of the existing fleet of vehicles, development of the use of alternative fuels, development of transport infrastructure and mobility management. The Roadmap for the creation of an Intelligent Transport System describes measures for the development of this system and related digital services.

INCROBB project released preliminary results

INCROBB project press release

An on-line presentation of the survey on opportunities and barriers for Russian SMEs aiming at cross-border collaboration was held in Russia by INCROBB project on the 26 of June. The analysis was based on about 170 interviewed given by top-managers and owners. The seminar was organized by the Saint-Petersburg Chamber of Commerce and Industry. Consul general of Finland Anne Lammila addressed the participants with greetings and at the beginnings of the event. Tatyana Kudrjavseva (Peter the Great St. Petersburg Polytechnic University) and Igor Dukeov (LUT University) presented the project and the results.

The seminar collected 59 interested participants that reverted to the presenters with numerous questions. The obtained data will be converted by the INCROBB partners into practical tools for intensifying cross-border cooperation mechanisms and finding new forms of such collaboration.

Summertime services

The draft of the Russian-Finnish Cross-Border Cooperation Investment Portal Structure has been published on the Bringing Together project web site. The Portal is a tool for quick and easy access support for investment and business activities in the border areas. This platform is aimed to support direct interaction among the main participants of investment and entrepreneurial activities, as well as to provide the convenient services for promoting and searching for new projects and business initiatives. A pilot launch of the platform and separate gadget applications based on the platform is scheduled for 2021.

Meet Joel – our summer trainee

Joel Taskinen, a fresh graduate from the Kimpinen High School in Lappeenranta Finland, joined the CBC-team in May 2020 for two months traineeship. From the day one, Joel has been a great supporter to the Managing Authority and Branch Office personnel, and a good fit to our team with his pleasant personality. Together we managed well, even Covid-19 restrictions have been keeping our whole team mainly in remote work for the last months. We’ve been inspired to offer Joel an insights for Cross-Border Cooperation between Finland and Russia, and the European Union, as well as to the collaboration with our colleagues in Karelia CBC Programme. Read Joel’s thoughts and experiences from his own pen.

 

My summer traineeship – an exciting world of CBC 

When I first heard about this job in April, I was quite clueless as to what this South-East Finland – Russia CBC Programme was. I glanced the website before starting my traineeship, but I was still stepping into a pretty much unknown at the first morning. I was very excited to start, as this was my first proper job and would give me some very important experience. I also didn’t fully know what type of work to expect, except for what I had heard from my interviews, which was writing notes from meetings, translating stuff into English and so on. All the people here have been extremely friendly, supportive and understanding as well. They’ve made me feel very welcome and the atmosphere has been very easy-going since the start.  

After working for a while, it is getting to the stage where I am getting a little sad that I have to leave soon, such has been the experience. This job has more than exceeded my expectations. The tasks that I have been given have been very interesting and different to one another, varying from archiving paper documents to collecting data for diagrams and sitting next to the regional mayor in a meeting. So there hasn’t been many days that have been the same, which is great because it has been one of the things why I have been so motivated with my work and why the time here has absolutely flown by. I feel very fortunate to have gotten this job and to have met these people here. The experience that I have gained from this is priceless. After a while I have got to know more and more about this programme and it is great for the future that I have now gotten an inside view of how these sort of cross-border cooperation programmes operate. 

I also have a fellow trainee, Nuutti Ruokangas, who is currently working in the Karelia CBC-programme, managed in Oulu. Our traineeships have obviously had somewhat of a different structure. For example, my work has been a bit more office-heavy than Nuutti’s, who has been working from home quite a bit. Nuutti’s work has also included updating their programs social media, which I haven’t been doing. But of course, there is some similarities as well: We have both been fortunate to get experience from online-meetings, data searching and translating for example. One combining factor has also been the diversity of the tasks, which is one that we both have really enjoyed in our traineeships. We both also believe that these summer traineeships have and will teach us a lot and give us some important experience for the future.

Joint Monitoring Committee selected 9 new CBC projects

Tenth meeting of the Joint Monitoring Committee (JMC) took place on 25 June 2020, via Zoom on-line. The JMC got information of the on-going projects and of the overall implementation of the Programme. It approved the Annual Work Plan and Technical Assistance Budget of the Managing Authority for the accounting year 1.7.2020-30.6.2021.

The JMC made also the decision of the awards for the project proposals submitted in the sixth call, and approved nine (9) projects for funding, given that they meet with the conditions set by the Joint Selection and Joint Monitoring Committees. The Committee also selected six (6) projects for so called reserve-list, from which they may be granted later in case of available funding.

Nine new awards

Project selection process from the sixth round of call, closed on 27 February 2020, has been finalized and the JMC awarded nine (9) projects for funding, with total programme support of circa 5,0 MEUR. Official decisions (Executive Order) are send to the lead applicants by the beginning of September, followed by the invitation to start Grant Contract negotiation process with the Managing Authority. Jean Sibeliuksen 3. Sinfonian musiikin visualisointikilpailun voittajat on valittu

C3E hankkeen tiedote

Kaakkois-Suomen ammattikorkeakoulu Xamk järjesti Suomessa ja Venäjällä kaikille avoimen musiikin visualisointikilpailun, osana Kaakkois-Suomi – Venäjä CBC 2014-2020 ohjelman rahoittamaa  

Rohkeita, poikkitaiteellisia toteutuksia 

Kilpailuun osallistui laaja kirjo ammattitaiteilijoita sekä pelitaiteen, audiovisuaalisen, graafisen suunnittelun ja valotaiteen opiskelijoita niin Venäjältä kuin Suomesta. Erityisen mielenkiintoisia olivat monialaisten tiimien yhteistyönä syntyneet kilpailuehdotukset. Kilpailijat hyödynsivät erilaisia alustoja ja pelimoottoreita kuten UnityäVisualisoinneissa nähtiin mallinnoksia musiikin DNA:sta, croquis-tekniikkaa, tilallisia sommitelmia, avantgardistisia, kaitafilminomaisia sekä live-musiikin kanssa hienosti synkronoitavissa olevia kokonaisuuksia. Sibeliuksen musiikki inspiroi tarinallisuutta muun muassa tanssina ja jopa skeittauksena. 

 

Kansainvälisessä tuomaristossa olivat mukana Mikkelin musiikkijuhlien toiminnanjohtaja Teemu Laasanen, yrittäjät Sami Kämppi ja Antti Kaukinen OiOi:lta, projektipäällikkö Heini Haapaniemi Xamkin Luovien alojen yksiköstä sekä professori Liubov Dzhikiya ja apulaisprofessori Ekaterina Prozorova Pietarin valtiolliselta designin ja teknologian yliopistolta. Voittajia valikoitaessa tuomaristo piti tärkeänä luovuuden ja omaperäisyyden lisäksi harkittua ja taiteellisesti ehyttä kokonaisuutta, jossa on kehittyvä tarina ja vastattu synesteettisyyden tehtäväksiantoon.

My CBC Story – Markku Kärmeniemi

South-East Finland – Russia CBC 2014-2020 Programme funds InnoMent –project (Joint Development of Innovative Mental Health Services), leaded by the Social Psychiatric Registered Association of Southeast Finland, KAKSPY ry. Partners in the project are FinFami Uusimaa from Finland and St. Petersburg Public Health Institution Municipal Psychiatric Hospital No. 3 named after I.I. Skvortsov-Stepanov and St. Petersburg Public Health Facility Psychoneurology Dispensary No. 5 from Russia. 

These partners are not together for the first time. KAKSPY, having its premises in Kymenlaakso Finland, and providing services to promote the inclusion of people in challenging life situations, has worked together with its Russian partners for more than fifteen years. Their cooperation has been wide including trainings, expert visits, exchange of experiences and cultural events. On top of joint activities, they have gained added values by getting to know each other’s cultures and bonding for “improving the world”.  The idea to apply for CBC project financing to strengthen the existing partnership evolved also from this long cooperation. 

 

Work for common approach on mental health issues 

Markku Kärmeniemi works as the Director of International Affairs of the KAKSPY. His main responsibilities are to coordinate international activities and to manage housing service production. KAKSPY’s largest customer groups are mental health rehabilitators and substance abuse rehabilitators, and here is also their focus in the cross-border cooperation. The primary goal is to promote the use of an inclusive approach and consensus on mental health issues throughout the project area.   

“Social and health sector should be accepted as an important sector for cross-border cooperation. Its effects on the wellbeing of citizens and national economies are undeniable,” points Markku Kärmeniemi, and the expected results of InnoMent –project are indeed exploitable. The results of the project are utilized in the partners’ own services, and disseminated also for the other relevant organizations, as well as in international cooperation. Practice –orientation is the key element in the project activities, but also in its results.  

In addition to the core actions, the partners seek for deepening management skills and understanding for the future international projects. This is welcomed, since we still need empowered common approach on mental health issues on both sides of the border, also to get full benefit of the economic growth. 

 

 

Shared values strengthen partnerships and pave the way for newcomers 

Implementation of an international project may have challenges, and the bottlenecks are recognised by those, who already have some experience. This is also something to be reflected on the Programme level, and spotting the needs for support is one of the issues that can be addressed now, when the 2021-2027 Programme development is in the pipeline. Knowing your partner is one of the most important assets that supports to fluent and successful cross-boder cooperation, but for the Programme to evolve, there is also a demand for newcomers. In this respect, mentoring –approach could be an attracting possibility, when based on the shared values of all involved partners. 

In the InnoMent case, familiar partners enable mutual confidence and trust where one also can build own organization’s capacity. In addition, a significant result is that the international project activities also strengthen partners’ national networks and give the organization credibility. It is also possible to find route to emphasize your personal values as well. “My personal interest on cross-border cooperation stems from my world of values. In my view the mental health problems, like other issues, should not be treated solely as national matters, says Markku Kärmeniemi. 

 

Economy of Wellbeing – possible new mind set for the future 

During the first half of 2020, we’ve lived in very different social environment that we are used to. Our minds have been challenged by concerns of our own and family members health and restrictions of meeting other people. As the nations and communities, we are dealing with serious economic cuts, while in turn, this pandemic could also set our minds in a new position. 

Clearer connection of the social wellbeing and economic has been noted in the policy level already before Covid-19 pandemic. During the Finland’s Presidency of the Council of the European Union in 2019 (eu2019.fi), the approach of so called ‘Economy of Wellbeing’ was introduced for the policy-making, falling into one of the main objectives of the European Union: to promote the wellbeing of its citizens. Embracing a new mind set was challenged and the European leaders were called for stronger linkage between people’s wellbeing and economy. (Veli-Mikko Niemi. 2019. In the scope of cross-border cooperation, the impacts of the pandemic lockdown are widely discussed in the projects level but also on the programmes’ level. The situation has raised questions like; how we deal with the emergencies and what is the suitable level of flexibility in the financing instruments. 

Social and health sector cooperation has not been strongly pointed out in the current South-East – Finland CBC 2014-2020 Programme priorities, even it is included as part of broader topics such as innovation and education. While making choices for 2021-2027 Programme, continuation of social and health care cooperation between Russia and Finland could be seen very beneficial for both countries and easily linked with the people-to-people cooperation 

 

Markku, and the whole project team, is pleased with the three-year project’s outputs so far, and look forward continuing its implementation until the end of May 2022. Programme stakeholders are also interested on looking at the final results and hearing out the experiences of the partners.

New site for communication of programming 2021-2027

The Managing Authority (MA) of the South- East Finland – Russia CBC 2014-2020 Programme has been entrusted with the coordination of the new cross-border cooperation programme preparations. For this purpose, we have opened a new site PROGRAMME 2021-2027 to inform our partners, stakeholders, media and wide audience of the process and the decisions made by the Programming Committee, as well as of the consultation phases, which are part of the adopted process plan. The new site shall also act as the document library for the publications relating to the programming.
