Call 6 – Administrative and eligibility checks are completed

The Managing Authority (MA), assisted by its branch office, has completed the administrative and eligibility compliance checks for all 36 applications submitted in the Call 6, closed on 27 February 2020. Those applications that passed the checks are forwarded for the quality assessment that is foreseen to be completed by the end of May. The final decision of the awards will be taken by the Joint Monitoring Committee (JMC) in June 2020.

The result of the check is recorded in the PROMAS for each application and it is visible for the applicants as the current status-information. In case the application is rejected, the lead partner may submit an inquiry for the MA to get further information. Use the official email official[@]sefrcbc.fi for the contact.

Official decision (Executive Order) of the selection process is sent to each lead applicant by the end of August, after the JMC meeting and the approval of the minutes.

Update on Regional Council of South Karelia office services–we are open on workdays 8–10  

Bulletin 3.4.2020

Due to COVID-19 outbreak, the Regional Council limit its office hours to 8-10 on workdays until 13 May. 

As of 18.3.2020 our office at Kauppakatu 40 D, 53100 Lappeenranta is open from 8 to 10 to receive posts and other deliveries.  Our personnel is mostly working remotely and available via phone and email.  Meetings that are not cancelled, are organised mainly by using on-line tools and all changes are informed to participants accordingly.

Regional Council of South Karelia acts as the hosting organisation for the South-East Finland – Russia CBC 2014-2020 Programme. The CBC unit is also limiting its office services and travelling of the personnel. Meetings and consultations are organised mainly by using on-line tools. For the time being, it may be necessary also to cancel or postpone projects’ work trips and events. Guidance, in connection to the costs with no refund possibility, is given at  COVID-19 information for projects.  Programme’s branch office personnel in Saint Petersburg works mainly remotely and  prior contacts  to agree of the visits are recommended.

Update on the project consultation days in April

Update 16.3.2020 
This spring, due to COVID-19 virus outbreak, project consultations are organised as the on-line meetings. This change does not affect to booking appointments, which is available at on-line booking service. Prior the meeting, the Managing Authority shall send on-line link to the e-mail address given at the booking phase. Received link must be shared among the participating partners. Kindly pay attention that the changed situation highlights the importance of the projects’ internal communication and coordination. Offered on-line service does not necessary require application instalment, and may be used as a web-based connection. In any questions on technical issues, contact [email protected] or [email protected].

Projects may consider the need for consultation for example via following questions:

  • Are there open questions or hesitations relating for example to reporting, activities, budget, payments etc. that would benefit of the MA’s guidance?
  • Are there any thoughts relating for example to empowering of activities for more effective results that would benefit of the MA’s prior opinion?
  • Are there any questions relating to partnership or visibility where the consultation could help?

HOW TO BOOK AN APPOINTMENT?  

Project partners are encouraged to have an internal discussion on possible consultation needs and if noted, to book an appointment by the lead partner following steps 1-4:  

Consultation booking service is open until 3.4.2020. 

Step 1 Enter the on-line booking service and select your project’s coordinator from staff list.  

Step 2 Select the suitable date and time from the available options in the calendar.  

Step 3 Fill in the requested information. Inform the number of participants and headlines of appointment topics from the project’s side in the open text box.  

Step 4 Confirmation of the booked appointment is received to the given email address.

COVID-19 information for projects

For the time being, due to COVID-19 outbreak, it may be necessary to cancel or postpone project related work-trips and events that are already booked and confirmed. In case of such changes, costs with no refund possibility are considered eligible. Documents in such case are presented by the standard procedures accompanied with a short description of the grounds causing the cancellation. Concerning travelling and participation to the events and meetings, instructions and recommendations from the project partners’ own organisations and national authorities, will apply.

Update 18.3.2020 from the project: Event is postponed to later state! Follow the projects news!

The InnoCamp is a revolutionary learning program organised by Startup Connect project partners – ITMO and XAMK Universities. It brings together companies and students for an intensive one week camp experience. Participants will get life-learning experience in working for real cases in multicultural teams. Also companies from cross-border region are welcomed to submit cases for INNOCAMP 2020. Totally, there will be 25-30 students participating in InnoCamp 2020 held at ITMO university.

Winter Road Congress was held in Tampere

Green InterTraffic project press release

Winter Road Congress was held from 12th to 13th February, 2020 at Tampere Exhibition and Sports Center. The show featured road maintenance equipment, products, software and services. Mrs. Ida-Reetta Virranjoki, researcher of the Green InterTraffic project, Client Manager for FMI road weather services, took part in the event. The main topics of the Congress were winter road maintenance, steps in the field of automation, the use of data on the situation on the roads, the role of contractors and road users. Mrs. Ida-Reetta Virranjoki presented of the Green InterTraffic project in the frame of the business program of the Congress. International seminar was attended by experts from Northern Europe and Russia. The exhibition was attended by about 3000-4000 participants and about 80 organizations.

The survey on usage of highway E18 by transportation companies provided by LUT

Green InterTraffic project press release

Aim of this survey is to explore the development of international road traffic between Finland and Russia from the point of view of relevant companies operating in logistics, transportation and forwarding industry. These companies remain as one of the important target groups of the Green InterTraffic project as well as any general development or investments aimed towards road infrastructure.

Out of the 919 companies 56 answered to the survey, which stands for response rate of 6.1 %. Generally, the results indicate that growth of the road freight business is somewhat stagnating, and international traffic between Finland and Russia is decreasing to some degree. However, highway E18 is seen as safe and fluently working road, and investments towards it have been successful: majority of the companies indicated that these infrastructure investments have benefited directly their business activities. The results of the survey are available at the link: http://en.greenintertraffic.ru/greenintertraffic/materials/stati.html

Programme Manual is updated

Programme Manual full version 0.3 is published with some technical updates in the Parts C and D concerning accounting, use of euro, verifying indicators and reporting procedures of the funded projects. The main change is that the interim report annexes are no longer required in paper versions to the MA, electronic versions uploaded in the PROMAS are enough. Originals of the projects’ outputs are send with the final report.
