Cross-Border Cooperation (CBC) between Finland and Russia is implemented by people and for the people, as part of our everyday life. The Managing Authority of the South-East Finland – Russia CBC 2014-2020 invite everyone having opinions and/or experiences of Finnish-Russian cooperation to have a say! We, together with our stakeholders, are very interested of all feedback to collect signals to keep up with the positive focus, to improve our services and to get tools for the further development of the programmes.

Open Doors at Finland House 4.12.2019

Finland House (Suomi-Talo) located at the very centre of St. Petersburg will have open doors on 4.12.2019 at 14.00-19.00 (loc). The South-East Finland – Russia CBC programme, as one of the office lessees, will join the day and warmly welcomes to meet & greet our personnel and to use the visit to discuss of the opportunities the programme has to offer. Our office is at the second floor.

Finding a new way to co-operate in the cultural sector

EDUCRO project press release

The culture and tourism sectors need new skills and business models to create innovative products. EDUCRO -project has been initiated to increase the level of practical business education in the culture and tourism sectors through cross-border and cross-sectoral collaboration and employing new models of educational co-creation.

In Finland and Russia people are willing to share and create new, customer-oriented cultural products and services. We will have discussions with the regional cultural and tourism organizations and companies and will find their needs and opportunities for development. Partner organizations will participate in hackathons, workshops, experiments, where they will create innovative cultural products. We will collect all the results of this cooperation, as well as the best practices and epic failures to create new international concepts and courses for cultural and travel industries.

Project is implemented in cooperation between the partners Saimaa University of Applied Sciences, Saint-Petersburg Institute of Cultural Programs and HUMAK University of Applied Sciences.

Gulf of Finland science days “Facing our common future”

Specialists of Eco-Express-Service LLC, head of the development department A.V. Nazarova and deputy head of scientific and analytical department E.U. Chebykina, took part in the International scientific conference The Gulf of Finland Science Days “Facing our Common Future”. The outstanding world-class event was arranging on 13-14th of November in one of the most beautiful buildings in Helsinki, House of Estate. The host organization is Finnish Environment Institute (SYKE), Marine Research Centre.

The conference is the largest annual scientific event of leading experts in the field of geology, biology, ecology and oceanology of three countries (Russian Federation, Finland and Estonia) and is one of the most important activities of cross-border cooperation, held under the aegis of the Ministry of Natural Resources and Environment of the Russian Federation, the Ministry of Environment of Finland and the Ministry of the Environment of Estonia. The Gulf of Finland Science Days was attended by more than 150 scientists and officials from participating countries. The event brought together the efforts of state authorities (ministries and departments of Russia, Finland and Estonia), international organizations, representatives of scientific and business communities for an interesting discussion and a thorough exchange of opinions on contemporary issues of sustainable development in the Gulf of Finland regions. The report of the ex-President of Finland Tarja Halonen (after 12 years of presidency she concentrated on public activities related to the struggle for equality, ecology and sustainable development) inspired all participants for fruitful joint work.

The presentation of the Green InterTraffic project took place at the session “Innovations in Ecology” within SPIF-2019

On November 13, 2019 the Session “Innovations in Ecology: technological development with responsibility and concern for the future of the planet”, organized by the editorial board of the federal magazine “ECOVESTNIK” was held in EXPOFORUM (presentation zone of Rosprom) within the framework of the XII St. Petersburg Innovation Forum.

Ludmila Karelina, Vice-President of the SPb Chamber of Commerce and Industry and the project manager of the Green InterTraffic project, made a presentation of the project and told about its main tasks, the implementation process and web services for users, which are being worked on. The session covered the national project “Ecology” of the the Ministry of Natural Resources and Environment of the Russian Federation, projects of the Republic of Serpska (Bosnia and Herzegovina) in the field of environmental protection. Annual events are the main visibility and capacity building platforms of the South-East Finland – Russia CBC 2014-2020 Programme, aiming to promote achievements of the funded projects and to demonstrate the value of cooperation with the programme stakeholders and project actors. It is also a tool to make decision-makers as well as the wide audience aware of the opportunities and benefits that the programme, together with its projects, may raise to improve social and economic development of the border regions. What to expect from annual event?  

Examples of best practices to manage CBC projects, new ideas to empower cooperation message and information on what is about to be delivered by the projects during the years 2018-2022 with joint financial input of ca. 77 million euros from the European Union, Russia and Finland.  

What is offered for different target groups?  

Project partners are provided with useful content on both event days, including training sessions on the first day and the thematic sessions and main event on the second day. Public audience, networking partners, decision-makers and the representatives of media are warmly welcome to follow the main session on the second day 11.12.2019 at 15.30-18.00 local time.

The article about the Green InterTraffic project was published in the magazine of the CCI of the Russian Federation

In the new issue of the magazine of the Chamber of Commerce and Industry of the Russian Federation “Russian Business Guide” published an article on the project Green InterTraffic. On the pages of the publication, Russian and Finnish project partners told about the results achieved and tasks for the near future. The issue is timed to the 90th anniversary of the birth of the outstanding Russian politician Yevgeny Primakov.

The magazine is distributed at big business events in Moscow, in the State Duma, in the Federation Council, in the Ministry of Industry and Trade, in the World Trade Center and in the regional Chambers of Commerce. The electronic version is available here

My CBC Story – Ludmila Karelina

Saint Petersburg Chamber of Commerce and Industry, Russia 

Ludmila Karelina works at the Saint Petersburg Chamber of Commerce and Industry (SPbCCI) as the project manager of international projects. She started at the Chamber in 1998 with the projects funded for example by the European Community’s TACIS Programme. The first Russian-Finnish project, which Ludmila joined, focused on the SME’s development and increasing managerial skills and cooperation between Russian and Finnish businesses. From this first and very interesting experience, she still sees the continuing cooperation of those actors who participated into pilot groups and found good partners. Since the first actions, the SPbCCI has undertaken many international projects in the context of Russian-Finnish cross-border cooperation development, in particularly in the fields like economic cooperation, investments and environmental issues. 

 

Today she manages projects funded by the Cross-Border Cooperation instrument, also in the frame of the South-East Finland – Russia CBC 2014-2020 Programme. In addition, her responsibilities cover the supervision of anticorruption compliance, business education and SME’s development.

 

St Petersburg Chamber – century of SME services 

Saint Petersburg Chamber of Commerce and Industry is the oldest chamber is Russia, founded in 1921, and today its membership is owned by more than 4 000 enterprises. The Chamber, which soon reaches the age of 100 years, is a leader in organizing partner search for foreign companies interested of Russian markets and it supports also Russian companies looking for businesses abroad.  

The Chamber is actively involved in the development of cooperation with Finland, and at the level of CBC projects, but also in the frame of collaboration of Russian and Finnish chambers. Every year it organizes over 20 missions abroad and numerous business meetings in Saint Petersburg. Available services also include experts and consulting support as well as trainings for the SMEs. 

A lot has been done, but more is still foreseen, and it is necessary to continue cooperation in many areas. Exchanging know-how and building capacity with its partners, the SPbCCI is investing future by building also on new technologies. What comes to the priorities of the cross-border cooperation programme and its main objectives that also outline the governmental level cooperation, the operative prerequisites of the SMEs emphasize the importance.

 

CBC as an essential tool  

The CBC programme allows fulfilling of research and piloting development in the most important fields of cooperation to improve the economic and social environment of the border regions. At the same time, a very important aspect of the CBC programme is the ability to create consortiums of Russian-Finnish partners for each project and individual tasks, sharing best practices and to achieving best results.   

Cross-border cooperation fits well to Chamber’s role as an initiator, supporter and coordinator of reliable partnerships. It has successfully carried out European Union’s External Cooperation projects in the ENPI CBC 2007-2013 period during the years 2011-2014 when ECOFOOD (project in KEEP) and ILEPRA (project in KEEP) projects were implemented with the Russian-Finnish partner consortiums. 

 

The Chamber is already fostering sustainability and continuation with the CBC 2014-2020 actions in their operational territory. It won award from the South-East Finland – Russia CBC programme’s first call in 2017 for the project called Green InterTraffic (project portfolio) and is acting now as the lead partner for the group of five experienced Finnish and Russian organisations. This project aims at increasing ecological and safe transport by elaborating effective measures of innovative solutions. New project, Bringing Together, which aims at contributing to the development of common digital technologies received award just recently and launches soon grant contract negotiations with the SEFR CBC Managing Authority. In total, these two projects include financial support from the European Union, Russia and Finland nearly € 1,2 Mio and a handful of important and challenging work for the nearest years. 

The CBC funding is very important for the implementation of research and high-tech projects, SME’s support and environment. As for the organization whose main mission is to promote regional economic development and creation of favourable conditions for all types of entrepreneurial activities the Chamber values such opportunities. 

“Working in the field of international projects, experience in the developing and management of such projects certainly had an impact on my career and today’s position at the SPbCCI”, highlights Ludmila. And she is not alone with these extremely notable observations. It is not only the visible and verified results that matter. A lot of individual and organisation level expertise on international and regional cooperation has been created during the current CBC 2014-2020 programme and its predecessors. This development is expected to be continued on good approaches, methods, technologies and innovations from where the new project ideas are already building up and looking for 2021-2027 financing opportunities.

The Green InterTraffic project held the Steering Committee

On October 30, the meeting of the Steering Committee of the Green InterTraffic project was held in the Finnish meteorological Institute (Helsinki). Taina Rautiainen, project coordinator of the Managing Authority of the CBC Programme “South-East Finland-Russia” 2014-2020, took part in this meeting. Harry Pietarila, head of export services of the FMI, greeted the participants of the meeting and Project manager, vice-president of the St. Petersburg Chamber of Commerce and Industry, Dr. Ludmila Karelina made a presentation on the results of the project for 10 months.

The project partners briefly highlighted the results of their activities and talked about the immediate tasks. So, in November, innovative AQT sensors will be installed on the Finnish territory of the E18 road. Also in the near future it is planned to complete the Greenhouse Gas and other Air Emissions from Intertraffic Manual and conduct of the lidar measurements along the highway “Scandinavia”.
