Kotkan Kantasatama cruise port and ropax terminal development begins

KOTKA PAX project develops transport infrastructure of the Port of HaminaKotka in the Kotkan Kantasatama Harbour with the objective to build the capacity for regular year-round passenger ferry operations between Kotka and St. Petersburg. The terminal facilities in the Kantasatama Harbour will be constructed and modified for handling passenger traffic and operating customs and border guard control. The project receives EUR 2 million funding from the South-East Finland – Russia CBC 2014-2020 Programme.

Port of HaminaKotka is acting as the Lead Partner of the project and will build the necessary port infrastructure for a passenger and cargo terminal. The new port infrastructure will enable smooth and efficient check-in and provide facilities for the customs and border control operations in the terminal. Passenger Port of Saint Petersburg “Marine Façade” will assist the Port of HaminaKotka to develop the passenger flow processing services due to their considerable experience in the field. They will also study the experience of the Port of HaminaKotka in handling cargo flows of the ferries. Finnish Customs will provide the required customs services and Finnish Border Guard the required border control services for cross-border traffic between Finland and Russia in the new passenger terminal in Kotkan Kantasatama.

The project will develop a year-round ferry connection and enhance the quality level of services at border-crossing points, ensuring both reliable and time-saving control and security of travelers and vehicles. Enhancing cooperation and sharing of knowledge and best practices with the project partners will develop sustainable transport services and increase economic growth in the region. Exchange of professional competences will also help to harmonize operational practices of Russian and Finnish partner maritime ports thus leading to their smoother and more transparent cooperation.

The project was started on June 1st, 2019 and will run until November 30th, 2021. The Port of HaminaKotka hosted the kick-off meeting in the Mussalo Harbour, Kotka, on August 9th, 2019. Representatives of the Managing Authority of the programme as well as of all the project partners participated in the meeting. In the morning, the Managing Authority presented the administrative issues of the project, followed by a visit to the Kantasatama Harbour, where the new passenger terminal will be built. In the afternoon, the Finnish project partners discussed the practical implementation of the infrastructure investments.

Multipass Port – large infrastructure project to improve safety and mobility

Reconstruction of the marine permanent multilateral Russian Federation State border checkpoint at the seaport Passenger port of Saint Petersburg, aka Multipass Port, is the Large Infrastructure Project funded by the South-East Finland – Russia CBC 2014-2020 programme. Total support from the ENI CBC instrument is ca. 2,6 MEUR.

During the 30 months of implementation (01/03/2019-30/08/2021) the lead partner Passenger Port of Saint Petersburg “Marine Façade” PLC (Russia) and the partner Port of HaminaKotka (Finland) shall execute numerous of activities with the objective to guarantee safe, secure, smooth and efficient border-crossing and easy mobility. And to look beyond the project, there are work packages including exchange of professional know-how and joint training of personnel working in these two ports.

LIP-tour on border crossing points, June 18th

South-East Finland – Russia CBC Programme allocates ENI CBC funding in total ca 17,6 MEUR to improvement of four land border-crossing points during 2014-2020 period. Points are located in Vaalimaa, Vainikkala, Imatra and Parikkala. The actual works are for example improvement of area lights, surveillance systems, x-ray scanners, facilities for passengers and border authorities and in Parikkala the road infra.

These large infrastructure projects, or shortly LIPs, were selected already at the programming phase. They are considered important, both in Finnish and Russian side, for fluent and safe passenger and cargo traffic and for supporting regional development in terms of increased tourism and businesses.

All four BCP LIPs signed grant contract with the Managing Authority this spring. We invited project partners and regional stakeholders for a one day bus-tour to get a good starting point to follow the development. My CBC Story – Valentina Chaplinskaya

Valentina has worked in the Programme’s Russian branch office from the beginning of the current programming period, and beyond. She is one of the team’s most experienced member having worked also in the Russian branch during the ENPI CBC 2007-2013, from 2011 onwards. Valentina’s journey to the cross-border cooperation between Finland and Russia has gone through few positions of project specialist and several years in European delegations to Russia.

What is most rewarding in cross-border cooperation?

, says Valentina.

In the CBC 2014-2020 Programme her tasks include sharing information of the funding opportunities and the programme implementation as well as supporting projects in their work, particularly the large infrastructure projects. Beneficiaries may meet Valentina also during the project monitoring missions and on-site visits where her skilled observations support the partners to improve their performances.

Having good knowledge on Russian legislation, programme regulations and long-term stakeholder and project -networks she brings highly valued support also to the programme management. As the native Russian speaker and with good command in English she is one of the cornerstones of the SEFR CBC team and known for her passion for culture and art.

Call 5 – Administrative and eligibility checks are completed

The Managing Authority (MA), assisted by its branch office, has completed the administrative and eligibility compliance checks for all the 42 applications submitted in the Call 5, closed on 27 March 2019. Those applications that passed the checks are forwarded for the quality assessment that is foreseen to be completed by the end of August. The final decision of the awards will be taken by the Joint Monitoring Committee (JMC) in September 2019.  

The result of the check is recorded in the PROMAS for each application and it is visible for the applicants as the current status-information. In case the application is rejected, the lead partner may submit an inquiry for the MA to get further information. Use the official email official[@]sefrcbc.fi for the contact.   

Official decision (Executive Order) of the selection process is sent to each lead applicant in November 2019 after the JMC meeting and the approval of the minutes. 

Successful granting of awards continues

All 10 awarded project proposals submitted for the Call 2 closed on 30 June 2017 have successfully concluded Grant Contract negotiation phase with the Managing Authority. Many projects have started their activities already in early 2019, last ones just about the joint them. Most attractive contents in these projects are related to education, development of business environment and e-Tools and to enhance social and sustainable development in many sectors in the Programme area and for its inhabitants.
