Applicant workshops in April 2018 – registration is open

South-East Finland – Russia CBC 2014-2020 Programme’s fourth round of a call closes on 15 June 2018. Available financial envelope is € 8,5 Mio and applications may be submitted to all four priorities. Managing Authority, in cooperation with its branch office, organizes training workshop sessions in Russia and in Finland targeted primarily for the lead applicants preparing applications for the up-coming call.

Events’ objective is support to preparation of good quality applications and to ensure that the organizations planning the lead partner role are aware of their responsibilities in the application and the project implementation phases. The trainings shall also provide the participants with an overview on how they may improve their performance when dealing with the activities supported by the Cross-Border Cooperation Programme. Lessons learned from the first two calls are also introduced, with the viewpoints of the administrative and eligibility compliance checks results.

Networking Forum on building Cross-Border Cooperation projects

South-East Finland – Russia CBC 2014-2020 programme will organise, in cooperation with the experts of the TESIM (Technical Support to the Implementation and Management of ENI CBC programmes) project, networking forum on building CBC projects.


The forum will take place in St. Petersburg, Russia on 5 April 2018 at 11:00-17:30 (local time).
Venue: Hotel Angleterre, Malaya Morskaya Ulitsa 24, 190000 St. Petersburg.
Languages: Russian, with some interpretation into English and Finnish
Registration period: 9.-27. March 2018


Objectives of the forum are awareness raising on the cross-border cooperation, providing opportunities to find partners and generate project ideas and offering training also for the first steps of partnership. Target groups of the forum are potential applicants and partners from the eligible regions of the programme, both in Russia and in Finland, in particular newcomers in the frame of cross-border cooperation.

Third call closes on 28 March 2018

Third round of a call of the South-East Finland – Russia CBC 2014-2020 will be closed on 28/3/2018 at 23:30 o’clock Finnish time. Applications submitted in the PROMAS by that time, will be recorded for the evaluation and decision-making procedure, including following steps:

Each application will go through administrative and eligibility compliance check. This phase takes approximately 6 to 8 weeks, depending of the total number of applications. Applications that pass the administrative and eligibility check will be forwarded to the quality assessment. This phase takes also approximately 6 to 8 weeks, depending of the number of applications. The quality assessment is finalized in the Joint Selection Committee meeting, and the recommendations of the awards are forwarded to the Joint Monitoring Committee, which shall have its next meeting in September 2018.

The Joint Monitoring Committee has awarded ten (10) project proposals from the second call, in total for ca. 7,2 million euros. List of awards in made available in pdf-file below.

The list of awards is conditional. The MA contacts the lead partners of awarded projects in March to launch the grant contract negotiations. However, the contracts for the projects will be signed only if the Russian Duma ratifies the Financial Agreement of the Programme. If a project is not selected to receive Programme financing as a consequence of an administrative or technical failure caused during the assessment process the lead applicant has right to submit a complaint within 30 calendar days of publication of the list of awards (More information in the Programme Manual part B, chapter 9. Complaint and claim procedures).

Position of Acting Programme Director open in MA

Regional Council of South Karelia is seeking the Acting Programme Director to work as a director of the Managing Authority (MA). The position is temporary and it will be filled until 31st of December 2018. Responsibilities and expected qualifications are described in the recruitment add. JMC meeting on 12 December – awarded projects and fourth call

The Joint Monitoring Committee (JMC) had its fifth meeting on 12 December 2017 in Helsinki, Finland. Among other issues, the JMC selected ten project proposals to be funded from the second call and approved the Large Infrastructure Projects to be processed for the European Commission final consultation by the end of the year. The JMC approved also the schedule for the fourth round of a call that is to be closed o 

Next steps for the second call proposals 

By the end of February 2018 latest, the Managing Authority shall draw up and deliver Executive Order, to the lead applicant of each proposal submitted for the second call, marking official note of the award or of the rejection and its grounds. Thereafter, the lead partners of awarded projects are provided with the invitation for the grant contract negotiations accompanied with detailed information of the maximum grant, of any recommendations and/or requirements for grant and of instructions how to proceed. Negotiation process is launched by the end of the first quarter of 2018 on condition of ratification of the Programme’s Financing Agreement (if still on process) and the grant contracts may be signed only after its conclusion.
