On February 25, within the framework of the Bringing Together project, the Workshop for developers and operators of information and service Internet platforms for business and cross-border cooperation “Russian-Finnish Investment Internet Platform” was held.

Ludmila Karelina, Project Leader, vice-president of the SPbCCI, told the participants about the project and made a presentation on the Investment Platform. The Investment Database and the interactive information map were also demonstrated. Presentations of several Internet platforms and portals were held. In addition, a number of cross-border cooperation projects were presented. The project partners discussed with the speakers issues related to the prospects of implementing certain elements of the presented platforms and developments cross-border cooperation projects in the Investment Platform, as well as outlined possible steps to develop further cooperation.

Programming Committee 2021-2027 third meeting

Third meeting of the Programming Committee (PC) was organised on-line on 4 February 2021. On the table for joint discussions were territorial analysis, large investment projects, programme objectives, simplified cost options, functional area, monitoring system and the assessment of the environmental impacts. The meeting got information of the stakeholders’ and experts’ consultations as part of the programming process, and the outcomes were reflected in terms of continuing the work. Representative of the European Commission informed the meeting that the legal framework for the future programme is expected to be finalized during the June-July 2021. This will be an important milestone for the preparation work, providing corner stones on the content of the Programme and supporting the dialog over the Financing Agreement between the European Commission, Russia and Finland. 

Supported objectives and programme logic

The Programming Committee identified following Specific Objectives to be included in the further preparation of the South-East Finland – Russia 2021-2027 Programme:

Policy Objective (PO) 1 “A smarter Europe”

  • Specific Objective (i) Enhancing research and innovation capacities and the uptake of advanced technologies;
  • Specific Objective (iii) Enhancing growth and competitiveness of SMEs.

Policy Objective (PO) 2 “A greener low-carbon Europe”

  • Specific Objective (vi) Promoting climate change adaptation, risk prevention and disaster resilience;
  • Specific Objective (vi) Promoting the transition to a circular economy;
  • Specific Objective (vii) Enhancing nature protection and biodiversity, green infrastructure in particular in the urban environment, and reducing pollution.

Policy Objective (PO) 3 “A more connected Europe”

  • Specific Objective (iii) Developing and enhancing a sustainable, climate resilient, intelligent and intermodal national, regional and local mobility, including improved access to TEN-T and cross-border mobility.

Policy Objective (ISO) 1 “A better cooperation governance for Europe”

  • Specific Objective (i) Institutional capacity of public authorities, in particular those mandated to manage a specific territory, and of stakeholders;
  • Specific Objective (iii) People-to-people action for increased trust.

Identification of the Specific Objectives (SO) is based on the results gained from the various discussions during the second consultation phase, as well as the territorial analysis done by the Finnish and Russian expert supported by the MA and BO team. As a next phase the contents for the SOs will be prepared for the decision-making in the PC and the final results are shared accordingly. 

The Committee will meet twice still before the summer holiday breaks to continue well-proceeding programming. The material supporting the decision-making on the objectives is made available a Programming material.  

The Geological Survey of Finland studied the groundwater – surface water interaction in the Hanhilampi aquifer, Mikkeli

The Geological Survey of Finland studied the water composition at the waterworks in Mikkeli. 45 % of the water is surface water from the Hanhilampi pond. The amount of surface water varies between 35 and 55 % during the year. Water from the Likolampi pond does not end up to the waterworks. The situation may still change though at the increase of pumping rate and changes in the height of the Hanhilampi pond dam. Results will be used in the update of the Hanhikangas groundwater flow model and protection plan.

The groundwater-surface water interaction was studied with stable isotope method in the Hanhikangas aquifer in Mikkeli. The project was implemented in cooperation with the City of Mikkeli and the Geological Survey of Finland as part of the RAINMAN project co-financed by the South-East Finland – Russia CBC 2014-2020 programme. Results are presented in the picture. The report of the study is now available at the Hakku-site of GTK as an open file work report 61/2020.

Geologian tutkimuskeskus tutki pohjavesi-pintavesivuorovaikutusta Hanhikankaan pohjavesialueella Mikkelissä

RAINMAN hankkeen tiedote

Geologian tutkimuskeskus tutki Mikkelin Hanhikankaan vedenottamon veden koostumusta. Vedenottamon vedestä noin 45% on Hanhilammesta peräisin olevaa pintavettä. Osuus vaihtelee vuodenajan mukaan 35% – 55%. Tutkimusten perusteella Likolammen vettä ei päädy vedenottamolle. Tilanne saattaa muuttua vedenottomäärien kasvaessa tai Hanhilammen padon korkeuden muuttuessa. Tuloksia hyödynnetään Hanhikankaan pohjavesialueen virtausmallin ja suojelusuunnitelman päivityksissä.

Mikkelin Hanhikankaan pohjavesialueella tutkittiin pohjavesi-pintavesivuorovaikutusta hapen ja vedyn stabiilien isotooppien tutkimusmenetelmällä. Tutkimukset toteutettiin yhteistyössä Mikkelin kaupungin ja Geologian tutkimuskeskuksen kanssa osana RAINMAN –projektia, joka saa rahoitusta Kaakkois-Suomi- Venäjä CBC 2014-2020 ohjelmasta. Tulokset on esitetty kuvassa. Tutkimusraportti on ladattavissa GTK:n Hakku-palvelusta työraporttina 61/2020.

Международная сертификация становится понятнее и легче при поддежрке проекта “Российско-Финский парк живых систем”

12 февраля 2021 года проект “Российско-Финский парк живых систем” (Russian-Finnish Life Science Park, RFLSP) организовал онлайн мастер-класс по международной сертификации фармацевтических субстанций и диагностических тестов (in vitro).

Мероприятие было приурочено к публикации справочника «Международная сертификация лекарственных субстанций и диагностических тестов in vitro», который подробно описывает нормативную базу, требования к продукции, необходимые доклинические и клинические исследования и другие шаги, необходимые для получения лицензий для продажи фармацевтической продукции в Финляндии и ЕС.

Особенностью издания является визуализация инструкций, что делает информацию доступнее для понимания. Важной частью справочника являются ссылки на центры сертификации, консультационные центры и государственные органы, где можно получить дополнительную информацию и сопровождение процессов сертификации.

CBC projects consultation days in April

Managing Authority (MA), together with its Branch Office, organizes next Consultation Days for on-going standard projects in April 2021. Project specific consultations offer support for the project partners in any questions relating to projects’ implementation.  

Project partners together may consider the need for consultation with following questions:  

  • Are there open questions relating to the project’s launching, implementing or closing? 
  • Are there needs for consultation in the reporting issues?  
  • Are there questions relating to the need for changes in budget and work plan?  
  • Are there any questions relating to the partnerships or visibility?  

CONSULTATION TIMES AND REGISTRATION 
This spring, all consultations will be organised online as in 1,5 hours sessions via Teams or Zoom: 

12.-16. April 2021 (week 15) Monday – Friday at 10.00 and 14.00 EET.
> Booking deadline for the week 15 consultations is 5.4.2021. 

19.-23. April 2021 (week 16) Monday – Friday at 10.00 and 14.00 EET.
> Booking deadline for the week 16 consultations is 12.4.2021. 


HOW TO BOOK AN APPOINTMENT?  
Project partners are encouraged to have an internal discussion of consultation needs, and to book an appointment by the lead partner following steps 1-3:  

Step 1) Enter the Booking service   
Select your project’s coordinator from the personnel menu, and then suitable date and time from the available options.   

Step 2) Fill in the requested information in English 
Add you details: Mark your name, e-mail and phone number.   
Note’s box: Mark the name and e-mail of each participant from the project’s side and heading-list of matters you plan to address (for example: narrative reporting, payment request, partnership etc.).   
Provide additional information: Mark your project ID and Acronym.  

Step 3) Select Book 
Booking confirmation is received to the e-mail address marked in the details. Prior to consultation, the MA will contact the project to ensure the Teams/Zoom link to all participants expected to join the session.

On February 11, within the framework of the Green InterTraffic project, the Russian-Finnish Session in sharing experience “Transport and Environmental Safety” was held. The event, organized by the St. Petersburg Chamber of Commerce and Industry and Finnish Meteorological Institute, brought together representatives of the Ministry of Transport of the Russian Federation (branch of the Automobile Transport Agency in the North-West Federal District), the Ministry of Transport and Communications of Finland, the FGI “North-West Road Management”, North-West Department of Hydrometeorology and Environmental Monitoring, the Russian and Finnish companies.

INCROBB project turns into the second year

The last working day of January was the last working day of the first year of operation for the INCROBB project. To make it remarkable the project team decided to have a workshop on that day. The topic was: “The novelties in tariff and non-tariff customs regulations in the Russian Federation”. More than 30 participants attended the event.

In the beginning of the event INCROBB team presented some project’s updates, including information about selection procedure for hidden experts.

Mrs. Anna Dashicheva, the speaker, focused on new trends in customs regulations, including digitalization of document flow. One of the matter discussed during the workshop was focused on receiving certificates of origin for export and import. Usually the Chambers of Commerce are authorized to issue certificates of origin for local exporters. There was a fruitful general discussion launched after the key presentation. As a result, INCROBB team proposed to one of the SMEs to test and to attract a hidden expert.

Peter the Great St. Petersburg Polytechnic University successfully continues to work on the CBC OneDrop project.

OneDrop project press release

Higher School of Automation and Robotics in cooperation with partners from LUT University, St. Petersburg State University, Port of Lappeenranta and NPK Omega proceeded to the final stage of works on the international project “Innovative mobile plant for water treatment (OneDrop)” in the framework of cross-border cooperation programme South-East Finland-Russia CBC Programme 2014-2020.

The project is dedicated to the development of automated equipment for the safe industrial production of sodium ferrate by membrane electrolysis and the technology of its use on-site for the disinfection and treatment of storm, domestic, ballast and toxic wastewater.

Last year bachelor’s and master’s students actively participate in the work. In the 2021 academic year, it is planned to defend three bachelor’s final qualifying works, two master’s theses on the subject of the project.
