Call 3 – lead applicant workshops

Third round of a call will be closed on 28 March 2018 with the indicative financing envelope of € 6,5 Mio, and all four priorities are open for applications. Workshops, primarily addressed for those organisations planning to submit an application and taking the lead partner role, are organised in February 2018 as follows:

20.2.2018 in Saint Petersburg, Russia (applicants from the City of St. Petersburg)
21.2.2018 in Saint Petersburg, Russia (applicants from the Leningrad Region)
23.2.2018 in Imatra, Finland
27.2.2018 in Helsinki, Finland

Version 4.0 of the Programme Manual is published

The Managing Authority has published updated version of the Programme Manual at PROJECTS, and it replaces the previous publication. New version includes changes in the following topics:

  • Programme Manual is complemented with the list of abbreviations.
  • Part C; chapter 4.5 Infrastructure investments is complemented with the sentence: In case of the standard development project, the total costs of the investments cannot exceed one million euros and they should be less than 50% of the total budget.
  • Part D; Implementing of project, chapters 1-3 are published.
  • Part G; Annexes chapter 2. To be submitted during the contract negotiation

    • Partnership agreement (in case of Russian private entity as a partner)
    • Communication and visibility plan matrix

Finnish and Russian translations of the Programme Manual will be published during the week 47.

Invitation to tender for advertising and digital services

Managing Authority of the South-East Finland – Russia CBC 2014-2020 Programme has opened invitation to tender for advertising and digital services for the years 2018-2019 (option until 31.12.2020). Competitive tendering includes service entity that will support to the Programme’s communication activities and via them, to versatile and new information services for the target groups. Service entity consist of several individual work-packages, which are specified during the contract period. Tendering closes on 24.11.2017 at 16:00 (Ft).

Further questions may be submitted until 14.11.2017 at 16:00 (Ft), and after that the questions and answers are published at this page in English on 17.11.2017 latest.

Questions and answers (published 15.11.2017)

Q: Layout of visual outlook and planning or supporting/ coordinating of creation of script, soundtrack, animation (3D) and texts for 5 short information video clips (durations: one video ca. 4 min and four videos ca. 1-2 min each), and coordinating and supporting the production and distribution. Does this contain actual filming?
A: Actual filming may be part of this work-package and the need is dependent on the script and on the available existing material. The bids in the price grid should be provided without filming costs.


Q: Supporting creation, production and publication of video streaming from the training sessions organised at the programme’s annual events. In practice, this work may consist for example of consultation of suitable applications, systems and equipment and providing the visual outlook for the contents. Does the video streaming happen in which physical location(s)? Does this include traveling e.g. outside of the borders of Finland?
A: Service entity for supporting creation, production and publication of video streams does not include participation nor working hours of the service provider in the event locations. It is expected that the Programme staff will carry out the concrete work after being consulted and supported by the service provider.


Q: Please specify what does liability assurance for the contract period mean.
A: Assurance (free format) of the operational and financial liability covering the contract period and anticipating no known plans for closing business, decreasing sufficient personnel etc.


Q: Concerning the tenderer’s references, at least two assignments on equal level with the project content are required. We have conducted all type of work that is going to be implemented during the contract period but on different assignments for different clients. Do we qualify?
A: Yes you do. At least two assignments are required, but there can be more. Relevant question is how widely the proposed team has contributed to the referred assignments.


 

Three CBC Programmes at All-Russia Forum

Cross-Border Cooperation Programmes 2014-2020 implemented between the Russian Federation and the Republic of Finland demonstrate in many terms very essence of good neighbourhood and cooperation. Joint allocation of 178.7 million euros from the European Union and participating countries provide possibilities to empower the regions as prosperous and interesting hub and investment target in Northern Europe, to promote their attractiveness and wellbeing of population, and to invest on innovations, research and education for the future generation.

Three CBC Programmes, South-East Finland – Russia, Karelia and Kolarctic, are operating and concrete tools supporting also those topics included for this year’s themes in the All-Russia Forum, on 23-24 Oct 2017. Round table of ‘Russia-EU 2014-2020 Cross-Border Cooperation Programmes: Environment as One of the Top Priorities’ framed with the Year of Ecology in the Russian Federation summarized well one of the main objectives set for the Cross-Border Cooperation; to improve the environmental situation in the Programme area. This is a cross-cutting approach in all actions supported by the Programmes and each project proposal have to consider their actions towards existing environmental strategies and whether their activities promote positive or negative impacts during the action and after. In addition to these general requirements, each Programme include specific priority having strong focus on environment, nature, safety, ecology and climate issues.

Russian R&D Company Lumex-zashita Ltd is looking for a Finnish partner for development project application

We are looking for a leading Finnish partner to apply for development project and to participate in the works on the creation and development of an innovative compact, autonomous analytical complex based on Raman spectroscopy for on site rocks analysis and mineral identification. The work under the project will include the following activities: development of the technical design of an compact, autonomous analytical express laboratory which will consists from portable Raman spectrometer and sampling devices for conducting work on the identification of rocks; software development for controlling the spectrometer, processing, storing and management of the measurement results; development of methodological recommendations; carrying out tests for compliance with international CE requirements; conducting workshops on rapid analysis of rocks and minerals in the field by students in educational institutions at various levels; wide introduction of the project results to the training programs.

Cross-Border Cooperation

In September, the South-East Finland – Russia CBC 2014-2020 celebrated cooperation in the border regions of Finland and Russia in Helsinki and Saint Petersburg. On 13-14.9 we participated to Kuntamarkkinat, annually held municipal fair for the decision makers in local and central government, businesses and associations. Along with 200 companies and public entities, the fair attracted over 8 000 visitors from all regions of Finland. Our exhibition stand with Karelia CBC programme provided information on results of the projects concluded with ENPI funding and opportunities and funding now available from the ENI CBC instrument. On 20-22.9 we had a pleasure to be invited to X Saint Petersburg International Innovation Forum as one of the City of Saint Petersburg’s Global Partners. The tenth anniversary year of one of the Russia’s top platform of modern and advanced technological development, with ca. 10 000 visitors, provided great surrounding for information services on possibilities to apply funding and to generate cross-border cooperation project ideas to be implemented together with Finnish and Russian partners. Cooperation in the European wide context has been celebrated during the several years on 21.9 and surrounding days. Events organised under the territorial and cross-border themes have been implemented within the campaign European Cooperation Day.

Thank you for all the visitors in our stands for interesting discussions and for the responsible organizers of both events for excellent cooperation; in Helsinki the Association of Finnish Local and Regional Authorities and Kuntalehti and in Saint Petersburg the Committee on Industrial Policy and Innovation. The Joint Monitoring Committee awarded ten (10) project proposals from the first call, in total for 7,1 million euros. List of awards in made available in pdf-file below.

The list of awards is conditional. The MA contacts the lead partners of awarded projects in September-October to launch the grant contract negotiations. However, the contracts for the projects will be signed only if the Russian Duma ratifies the Financial Agreement of the Programme. If a project is not selected to receive Programme financing as a consequence of an administrative or technical failure caused during the assessment process the lead applicant has right to submit a complaint within 30 calendar days of publication of the list of awards (More information in the Programme Manual part B, chapter 9. Complaint and claim procedures).

Priority 1: Lively, active and competitive economy – 14 applications, requested total funding ca. 9,3 million euros.

Lead applicants per regions: Kymenlaakso 2, South Savo 1, South Karelia 3, Saint Petersburg 5, Päijät-Häme 1, Uusimaa 1 and City of Turku 1. Project proposals include 20 Finnish partners and 25 Russian partners.


Priority 2: Innovative, skilled and well-educated area – 25 applications, requested total funding ca. 19,5 million euros.

Lead applicants per regions: Kymenlaakso 3, South Savo 2, South Karelia 6, Saint Petersburg 10, Uusimaa 2 and City of Turku 2. Project proposals include 25 Finnish partners and 38 Russian partners.


Priority 3: Attractive, clean environment and region – 10 applications, requested total funding ca. 11,0 million euros.

Lead applicants per regions: Kymenlaakso 1, South Karelia 2, South Savo 1, Saint Petersburg 3 and Uusimaa 3. Project proposals include 21 Finnish partners and 27 Russian partners.


Priority 4: Well-connected region – 2 applications, requested total funding ca. 1,8 million euros.

Lead applicants per regions: South Karelia 1 and Saint Petersburg 1. Project proposals include 2 Finnish partners and 2 Russian partners.

Second round of a call is closed

The second round of a call was closed on 30 June 2017 at 23:30 Finnish time. In total, 51 applications for 41,6 million euros were submitted to the Programme. The Managing Authority shall conduct, with the assistance of its branch office, an administrative and eligibility compliance check for each application. The applications that pass the administrative checks will be forwarded to the quality assessment. The evaluation and assessment process takes approximately four months. The Joint Monitoring Committee shall take final decisions* of the funded projects in December 2017.

*The decisions are made on condition, and the Grant Contracts with the funded projects may be signed after the Programme’s Financial Agreement is ratified in the Russian Duma.
