Version 2.0 of the Programme Manual is published

The Managing Authority has published updated version of the Programme Manual, and it replaces the previous publication. New version includes changes in the following topics:

  • Part B; new chapter 3.5 describing the risk mitigating measures and introducing possible specified measures and requirements applying to the Russian non-public entities.
  • Part B; new numeral order of the chapters 3.6 and 3.7.
  • Part C; in the chapter 4.6 the instructions relating to the administrative costs of the projects are specified.

Finnish and Russian translations of the Programme Manual will be published during the week 9.

Lead applicant workshops for the first call

Managing Authority organizes training and workshop sessions in Finland and Russia for the lead applicants preparing project proposals for the first call in March. Objective is to support preparation of good quality applications and to ensure that the organizations planning the lead partner role are aware of their responsibilities in the project. The trainings will also provide the participants with an overview on how they may improve their performance when dealing with the activities supported by the Cross-Border Cooperation Programme. Registration is done by selecting the workshop according to the priority of the project proposal and opening the electronic registration form of respective event.

In addition to participant information, few questions concerning the planned project and training topics are asked in the form, in order to support the project consultation. Available seats 35 per session, allowing two participants per lead applicant organisation. It is recommended, that a person from the financial and operational units of the lead applicant organisation could be present. In addition, the participants are asked to bring their own workstations (laptop computer, notebook) in order to draft the applications during the training. All workshop presentations have similar content and they are in English. Spoken language in St. Petersburg is English (English-Russian-English interpreter provided) and Finnish in Lappeenranta (no interpreter).

Call for proposals is open

The South-East Finland – Russia CBC 2014–2020 Programme call for proposals is open and first two deadlines to submit applications for the evaluation and decision-making are 15 March 2017 and 30 June 2017. In order to apply for funding, the application and its mandatory annexes should be submitted to the PROMAS system by 23:30 o’clock Finnish time at the latest for the selected round of a call. Information event at ITMO University

The event on South-East Finland-Russia CBC 2014-2020 Programme was organized by Department of Project Activity and Innovations of ITMO University on 24th of January. Latest information on the programme was presented by Igor Kuprienko, manager of Center for Project Development and Fundraising, ITMO University. Programme Director Päivi Ilves and LSP Coordinator Valentina Chaplinskaya took part and replied questions from the participants. The audience of the seminar consisted of 45 ITMO University scientists, researchers and PhD students. The seminar presentations shaped general principles of the programme, terms of participation and programme thematic priorities. There were highlighted the basic aspects of project development, preparing application and budget issues. The organizers of the event hope the acquired information and experience will support ITMO representatives to develop projects under the cross-border programme.

24 января 2017 года в Университете ИТМО состоялся информационный семинар по программе приграничного сотрудничества «Россия – Юго-Восточная Финляндия». Семинар был организован Департаментом проектной и инновационной деятельности Университета ИТМО. Спикером семинара выступил Игорь Витальевич Куприенко, эксперт в сфере международного сотрудничества России и Финляндии, обладающий опытом участия в программах приграничного сотрудничества. В семинаре приняли участие директор программы приграничного сотрудничества «Россия – Юго-Восточная Финляндия» Пяйви Ивлз (Финляндия, Лаппеенранта) и Валентина Риммовна Чаплинская (Представительства Программы , Санкт-Петербурге). Аудиторию практического семинара составили ученые и исследователи Университета ИТМО, руководители и сотрудники международных научных лабораторий, молодые ученые и аспиранты, всего – 45 человек. В ходе семинара участники ознакомились с общими принципами программы, условиями участия, тематическими приоритетами программы.

Third meeting of the Joint Monitoring Committee

The Joint Monitoring Committee (JMC) of the South-East Finland – Russia CBC 2014-2020 had its third meeting on 25 January 2017 in Vyborg, Russia. The JMC took decisions on following issues relating to support of the applicants and project partners. The Programme Manual, a document guiding the preparation of the projects and submission of applications, was approved. It will be published at the Programme’s website PROJECTS on 30 January 2017. Also, the decision on how to organise the work of the Programme’s branch office in St. Petersburg was made. The branch will have two CBC Experts who will support applicants and project partners in their inquiries and needs for assistance. More resources will be provided to the Managing Authority as well. The recruitment procedures on all new positions will be launched in February 2017.

Next and fourth meeting of the JMC will take place in June 2017, to approve projects to be funded from the round of a call closing on 15 March 2017.

 

 

 

 

 

 

 

 

 

Invitation to tender – CBC Intranet, Extranet and WordPress

Managing Authority of the South-East Finland – Russia CBC 2014-2020 seek a company to provide service entity of developing, maintaining and hosting Intranet (with the option for Extranet use) for the MS Office 365 environment and maintaining, hosting and further development of three websites published with WordPress. Description of the requested service is presented in the Annex 1 Requirements specification.

To participate the competition, the tender must be submitted by 3 February 2017 at 16:00 (Finnish time) according to the Invitation to tender and its annex.

Financing Agreement is signed

The Financing Agreement (FA) of the South-East Finland – Russia CBC 2014-2020 Programme was signed on 29 December 2016 by the European Commission, the Russian Federation and the Republic of Finland. The FA includes provisions necessary to implement the Joint Operational Programme adopted by the EC in December 2015. Signed agreement shall be taken to national procedures (ratification) to validate its content in to force concerning the cross-border cooperation actions. The national procedures will take 3-8 months, and they are required before signing the Grant Contracts for the awarded CBC projects.

Integrated multi-functional video information system as a basis for the structure of a Smart City

The 2011-2014 ENPI program project SE635 «Digital Sphere» mainly developed by JSC Plant named after Kozitsky and SPb State Electro technical University LETI is recognized in Russia as the best of its group. For participation in ENI these organizations developed a proposal to create an integrated multi-functional video information system which is actual for the regions’ towns and their municipal bodies and which may be a basis for the structure of a Smart City. The system development will be a significant contribution to the boarding regions’ co-operation, as it will make possible for the local organizations of the regions involved to create an innovative product using their technologies, exchanging experience and with SME participating. The project includes creating a fully equipped pilot area of the system, which is meant to demonstrate its socio-economic effect and its impact on the quality of life improvement.
