Programming Committee continued work for 2021-2027 period

Fourth meeting of the Programming Committee (PC) was organized on-line on 22 April 2021. On the table for joint discussions were the list of preliminary initiatives of large infrastructure projects, options for simplified cost options, concept and focus of functional area tool, and the contents of the identified Specific Objectives. In addition, the meeting was informed of the Strategic Environmental Assessment, which is carried out for the whole Programme Area (see the map below) and it received an overview and proposal for the Communication Strategy. The Programming Committee recorded information of the latest progress over the finalizing of the legislative EU framework for the future Programme and official set of papers are estimated by the fall 2021. Also, the dialog on the Financial Agreement is started.  

Steps to define future Programme’s financial envelope will still take a moment, and once confirmed, it shall consist of the share of European Regional Development Fund (ERDF), share of Neighbourgood, Development and International Cooperation Instrument (NDICI) as well as the national co-funding from Finland and Russia. By today, Finland as a European Union Member State, has defined ERDF allocation for 2021-2027 Interreg Programmes in Finland. Managing Authority (MA) of the South-East Finland – Russia CBC 2014-2020 is seeking candidates for the position of a Project Coordinator to work as part of the MA team, in the international field on European Union’s external cross-border cooperation.

Reporting webinars gathered CBC projects’ partners together

The Managing Authority organized series of on-line reporting webinars in April-May 2021 to support funded projects and their partnerships. Three webinars were addressed for questions and guidelines relating to the financial reporting and drawing up good quality narrative interim and final reports.

More than 100 participants joined the sessions and now, the presentations are also available for everyone having tasks on South-East Finland – Russia CBC project reporting. Presentations may be reviewed and uploaded at EVENTS MATERIAL under the heading REPORTING WEBINARS 2021.

Fast-tracking with RFLSP Life Science Accelerator Programme

The accelerator programme of Russian-Finnish Life Science Park starts in May 2021. It includes an intensive training schedule with themed workshops, individual mentoring, and access to scientific, business & partnership networks in Russia & Finland. Pitching to potential investors and clients, as well as access to RFLSP laboratories for R&D projects are also part of the programme. The accelerator duration is six months and the best companies will be awarded with participation at a major European life science event.

“The programme drew lots of interest in Russia and Finland and we received many interesting applications. The next step is to select the best candidates through one-on-one company interviews. Altogether 10 companies from Russian and Finland will be selected to the programme,” told Teppo Laaksonen, Network Manager from Turku Science Park. Baltic Circular Economy Forum took place on 22.04.2021 in live stream for more than 7 hours. It was a grand congress and exhibition event that was emerged in Russia for the very first time. There were three main halls: Russia, Finland and Germany. In each hall of them there were discussed urgent environmental issues; numerous companies that try to fight consumerism and other modes of planet’s pollution were present there as well as audience.

Igor Dukeov, INCROBB project manager was one of the jury in Finland Hall as young companies were giving their pitches. This kind of collaboration opportunity means for INCROBB team an increased project’s recognition among associations with proactive environmental focus, and, obviously, a great chance to learn more about how circular economy principles are applied by various corporations.

21st April 2021 the round table “Expert Search Engine for Russian and Finnish Companies” organized by INCROBB (inclusive cross-border business networking of tomorrow) took place. Ideas connected with seeking and employing experts from abroad were shared among participants. For instance, the Internet is seen as a core channel of experts’ engagement; thus, establishment of an open online database for freelancers is intended to be designed.
Unlike existing databases, the planned one is going to be locally (yet, internationally) concentrated which enhances possibility of a successful company-expert match. Partners from Polytech University highlighted that INCROBB stepped its second phase – the creation of involvement engine.

Further, the unemployment issues in Russia and Finland were discussed; hiring urgency was stated. The discussion was followed by legal aspects clarification. As the formal part ended, participants from multiple industries expressed an aspiration to collaborate.

South-East Finland – Russia CBC financial frame fully allocated for 71 projects

The South-East Finland – Russia CBC 2014-2020 Programme has reached one important milestone in its implementation. The Managing Authority of the Programme has signed Grant Contract with the last of the awarded projects in March 2021. In total, 62 standard cross-border cooperation development projects selected through the continuous open call for proposals were launched. The total package of SEFR CBC projects is complemented by 9 large infrastructure projects (LIP), which were identified already in the programming phase and funded by direct awards. Total funding for these 71 projects is EUR 70,3 Mio. Projects may receive Programme’s financing for maximum of 80 % of their eligible costs.  

To get information of the funded projects, their partnerships and main activities, and the overall picture as in Programme allocations summary, go to sub-site INFORMATION SERVICE. On the landing page we offer open spread-sheet data file of all the funded projects (in accordance with the Implementing Regulation EU 897/2014, Article 44) as well as the card of each project with the link that opens the project portfolio, and links directing to the project’s website and social media accounts. Some of the projects are relatively new and their information shall be completed later.  

As the next step, we start cumulative collection of the final verified outputs and results of the funded projects. Data is collected and recorded by the closure of each project. The outcomes of this work shall be also communicated to the Programme’s target audiences and new information services shall be released accordingly.

The Green InterTraffic project – the results of implementation

At the end of March 2021, the implementation of the Russian-Finnish project “Enhancing environmental safety of road InterTraffic in the border areas of Russia and Finland applying innovation solutions” (Green InterTraffic) was completed.

The project partners – Saint-Petersburg Chamber of Commerce and Industry, Saint-Petersburg State University, Finnish Meteorological Institute, Lappeenranta University of Technology, Institute of Radar Meteorology, Transport Integration Ltd. – have done a lot of work and achieved significant results. All the planned activities that correspond to the main goals and objectives of the project were completed.
