Zero-waste landfill

Project idea objective is reduction of environmental load on the cross-border Russian and Finnish territories by reducing amounts of hard municipal waste to be stored at the municipal landfills by introducing efficient waste management technologies at the landfills with special focus on recycling and waste-to-energy technologies.

Main activities are

1. Capacity building, study of best available technologies, visits to Finnish landfills with waste-to-energy and recycling solutions

2. Development and implementation of the Zero-Waste Landfill concept and implementation of 1 show case of efficient plastic waste processing

Desired partners would be municipalities (departments responsible for waste management), municipal/ public companies, professional associations with the same focus of expertise, large waste management entities and alike.

Green Forest Safety

A new kind of the wireless energy independent sensors in the parks and forests for the wide net information about forest state (fire, strong winter, high level of water, etc.) This emergency information will make the foundation bases for same actions to defence the forests.

Main activities are

1. Design the several types of the new kinds of prototypes the wireless energy independent sensors for controlling the states of the trees in the parks and forests.

2. Pilot testing of the new kinds of the wireless energy independent sensors for controlling the states of the trees in the parks and forests.

3. Design and testing the system, including the energy independent sensors and the device, broadcasting the information, have received by sensors to the available internet site.

Desired partners would be in Finland electronic engineers, telecommunication companies, physics and botanics, all, who know the physical and chemical peculiarities of the trees life.

Tiina Jauhiainen started as the MA’s acting programme director

Mrs Tiina Jauhiainen started as the acting programme director in the Managing Authority (MA) of the South-East Finland – Russia CBC, as of 2nd May 2018. Her responsibilities cover the management, monitoring and operational reporting of the programme and keeping up the relations with the programme’s stakeholders and relevant authorities in Finland, Russia and European Commission. She will also sign the contracts on behalf of the MA.

ENPI 2007-2013 Ex-post – review on results and impacts

The Ex-post evaluation of the 2007-2013 ENPI CBC was carried out during 2017 on behalf of the European Commission and it was finalized with the publication of the Final Evaluation report.

The evaluation focused to assess the performance of the ENPI CBC programmes in both, the qualitative and quantitative terms, and in particular their effectiveness, efficiency, impact, sustainability and EU added value. Findings on the drawbacks of the current systems and operation are also included as a recommendations, to improve the performance of current 2014-2020 and post-2020 programmes.

The South-East Finland – Russia ENPI 2007-2013 was selected to the evaluation as a one case study (Final report volume II: Annexes 1-3 p. 49), focusing on Large Scale Projects. The results highlighted good practice of the “mirror project” approach, in which the respective country partners take responsibility for those parts of the project that are specifically relevant to them. This method showed good results and provided genuine strategic value for the programme stakeholders both in Finland and Russia.

The idea of the project would be certification of electrical equipment, R&D and engineering and electrical equipment testing.

Main activities are construction of Smart Grid and IT Laboratories and creation of Scientific Center.

Non-toxic glue for wood and wood products

The idea of the proposed project is development of new glue for wood, composite wood and engineered wood products. First of all, glue for particle board, fiberboard, oriented strand board (OSB).

The project would include networking, research and development.

Proactive knowledge distribution on new approaches to effective fire extinguishing

The idea of the proposed project is to form a conglomerate of specialists familiar with the progressive technology of sprinkler fire fighting in cross-border regions of South-East Finland and Russia. The project is created to eliminate the current gap in which specialists who have “outdated” technologies are forced to operate and design modern buildings that use new approaches to safety and fire extinguishing systems, expenditure of resources, including within the concepts of “smart house” and “smart city”.

The project involves two key blocks: academic (education) and research. In the educational block, the transfer of knowledge from the research and expert community to students, engineers and technicians should be ensured in the following ways: Development and implementation at the universities (e.g. SPbPU and the South-Eastern Finland University of Applied Sciences) joint educational Bachelor’s and Master’s Degree programmes, professional development programmes etc.; Internship programs and familiarization of specialists engaged in the field of fire safety of constructions with innovative sprinkler firefighting technology; including real objects under constructions and the established training laboratory.

As the partners we would welcome in the consortium experts from the relevant profile from the South-Eastern Finland University of Applied Sciences or an additional Finnish partner (or expert) specializing in the implementation of Smart City technologies, in particular, its component “Smart Buildings”, which is a building where all engineering and information systems are integrated into a single management system (BMS – building management system).

Creative Industries and Enterpreneurship Cross-Border Challenge for Higher Education

The project idea is developing creative industries with current university/college students; cross-border cooperation for university communities; improving business and enterpreneurial environment in neighboring regions and improving current curricula.

Main activities would be joint seminars and conferences for students and faculty members, joint educational and cultural events for promoting creative industiries and enterpreneurial activities – festivals, concerts, temporary galleries, etc.
