First awarded project proposals and third call

The Joint Monitoring Committee had its fourth meeting on 20 June 2017 in Finland and, among other issues, selected the project proposals to be funded from the first call and approved the schedule for third call that is to be closed on 28/3/2018 with the financing envelope of € 6,5 Mio. More details concerning the third call shall be made available in early autumn.

By the end of August, the Managing Authority shall draw up and deliver Executive Order to lead applicant of each proposal submitted for the first call, marking official note of the award or of the rejection and its grounds. Thereafter, the lead partners of awarded projects are provided with the invitation for the grant contract negotiations accompanied with detailed information of the maximum grant, of any recommendations and/or requirements for grant and of instructions how to proceed. Negotiation process is launched on condition of ratification of the Programme’s Financing Agreement and the grant contracts may be signed only after its conclusion.

Version 3.0 of the Programme Manual is published

Managing Authority has published updated version of the Programme Manual, and it replaces the previous publication. New version includes changes in the following topics:

  • B part; Chapter 6.8 Annexes is adjusted so that the annex 1A Partnership statement is to be filled in and signed by the lead partner together with each partner and annex 1B Partnership statement is to be filled in and signed only by the lead partner. In addition, new annex number 4 Statement for co-financing from other sources, which identifies co-financing from other sources than project partners must be filled in, if applicable.
  • B part; Chapter 7.0 Submitting application is adjusted with more precise instruction on how to deliver original document package to the Managing Authority. The deadline is ten (10) days of the electronic submission of the application in the PROMAS.
  • G part; Annexes is complemented by two documents to be submitted during the grant contract negotiation. The lead partner will be provided with more detailed instructions on submission during the negotiation process.

Version 3.0 applies for the applications submitted for the second call closing on 30/6/2017 at 23:30.

Open vacancies in MA

Managing Authority (MA) of the South-East Finland – Russia CBC 2014-2020 is seeking candidates for the positions of Programme Coordinator and two Project Coordinators to work as part of the MA team, in the international field on EU’s external cross-border cooperation. Application period closes on 7 June 2017 at 16:00 Finnish time. Common requirements for all three positions are:

Häme regional Finnish-Russian trade guild as partner

Häme (location Lahti, Finland) regional Finnish-Russian trade guild is presenting itself as partner for a cross-border cooperation project. Guild is established 1995 and has some 100 members (companies or private individuals) in Häme region and is known actor in its area. The core idea is supporting and encouraging local companies to trade and establish contacts with the Russian speaking market area. This aim is supported by networking and sharing know-how between members. Company presentations, thematic lectures and meetings are arranged monthly. Contacts to corresponding other Finnish guilds are close as well as to several other institutions in Finland. Our aim in project would be expanding our contact surface to equivalent organisations in Russia. We feel that through networking and established relations we could lower the threshold for member companies to seek commercial partners abroad. This could work cost-effective way and inspire SME sector with limited own resources.

Workshops for the second call in June

 Managing Authority organizes two training and workshop sessions for the lead applicants preparing applications for the second call. Objective is to support preparation of good quality applications and to ensure that the organizations planning the lead partner role are aware of their responsibilities in the project. The trainings shall also provide the participants with an overview on how they may improve their performance when dealing with the activities supported by the Cross-Border Cooperation Programme.

REGISTRATION

at /Q&A. Available seats 60 per session, allowing two participants per lead applicant organisation. It is recommended, that a person from the financial and operational units of the lead applicant organisation could be present. In addition, the participants are asked to bring their own workstations (laptop computer, notebook) in order to prepare the applications during the training. All workshop presentations have similar content and they are in English. Spoken languages in St. Petersburg are English and Russian, and in Kouvola, Finnish.

Applications from the first call moving forward

South-East Finland – Russia CBC 2014-2020 Programme’s first call closed on 15.3.2017 and in total, 29 applications were submitted to the Programme. The administrative and eligibility compliance check, conducted by the Managing Authority and its branch office, is now completed and the results are recorded to the PROMAS system for each application. The result is visible for the applicant via system changed status information. Those applicants whose’ application was rejected, may submit an inquiry of further information for the Managing Authority via email official(at)sefrcbc.fi.

The project proposals, which passed the checks are forwarded for the quality assessment and the final decisions of the funded projects are taken by the Joint Monitoring Committee in June 2017. The list of awarded projects will be published at the Programme’s website in the beginning of July and, further on, the official decisions (Executive Order) to each lead applicant are mailed during July/August.

Priority 1: Lively, active and competitive economy – 10 applications, requested total funding ca. 8,5 million euros.

Lead applicants per regions: Kymenlaakso 2, South Savo 3, South Karelia 2, Saint Petersburg 2 and Leningrad Region 1. Project proposals include 22 Finnish partners and 18 Russian partners, and one partner from Estonia.


Priority 2: Innovative, skilled and well-educated area – 9 applications, requested total funding ca. 7,2 million euros.

Lead applicants per regions: Kymenlaakso 2, South Savo 2, South Karelia 3 and Saint Petersburg 2. Project proposals include 7 Finnish partners and 16 Russian partners.


Priority 3: Attractive, clean environment and region – 8 applications, requested total funding ca. 6,8 million euros.

Lead applicants per regions: South Karelia 1, Saint Petersburg 2, Leningrad Region 1 and Uusimaa 4. Project proposals include 15 Finnish partners and 18 Russian partners.


Priority 4: Well-connected region – 2 applications, requested total funding ca. 1,0 million euros.

Lead applicants per regions: South Karelia 1 and Leningrad Region 1. Project proposals include 1 Finnish partner and 2 Russian partners.


 

 

First round of calls is closed

The first round of calls was closed on 15th March 2017 at 23:30 Finnish time. In total, 29 applications requesting grants of ca. 23, 5 million euros were submitted to the Programme. The Managing Authority shall, with the assistance of its branch office, conduct the administrative and eligibility compliance check for each application. The applications that pass the administrative checks will be forwarded to the quality assessment. The evaluation and assessment process takes 2-3 months. Final decisions* of the funded projects will be taken in June and all lead applicants are informed of the decision in July 2017. *The decisions are made on condition, and the Grant Contracts with the funded projects may be signed after the Programme’s Financial Agreement is ratified in the Russian Duma.

 

 

Open vacancies – two Project Experts

The Managing Authority (MA) is recruiting two full time project experts to its branch office in St. Petersburg, Russia for the period spring 2017 – December 2023 (indicatively). Project experts will work under the supervision of the MA and their tasks are related to supporting potential applicants and project partners concerning issues such as applying funding, implementing projects and reporting on their activities. Experts will also support the Programme’s communication activities and the cooperation with the local, regional and federal stakeholders in Russia.

Submission deadline for applications on Project Expert position is 17 March 2017 at 4 p.m. (FT).
